EU citizens or non-EU citizens legally residing in Italy
The procedures for admission to first and second cycle degree courses with a foreign qualification require an application for pre-enrolment which must be submitted directly to the university; it is mandatory to submit foreign qualifications and related certifications to the Office for Students with Foreign Qualifications.

Issue of an Italian qualification due to equivalence of an academic qualification obtained abroad
Universities are competent to recognise periods of study abroad and foreign degrees, (this procedure refers only to Bachelor’s degrees and not to Doctoral degrees) for the following purposes:
- access to higher education
- continuation of university studies
- obtaining Italian university degrees
For purposes other than those listed above (e.g. participation in public competitions or access to regulated professions) the request must be submitted to other State administrations.
Universities exercise this competence within the framework of their autonomy and in accordance with their respective regulations, except for bilateral agreements on the matter (Lisbon Convention of 11 April 1997, ratified in Italy by Law no. 148/2002).

Full recognition of a foreign qualification is aimed at awarding an Italian university degree. This procedure was once identified with the term equivalence, but in Law 148/2002 this term is no longer used. It consists of an analytical recognition of a qualification obtained abroad, the contents of which must correspond in detail and in full to the Italian qualification for which equivalence is requested.
In the field of the evaluation and recognition of qualifications, one qualification is defined as equivalent to another when both, issued by official institutions and officially part of the national reference system, produce all legal effects and have the same legal value.
Equivalency is a form of recognition of a foreign qualification that is based on the analytical assessment of a foreign higher education qualification with the aim of verifying whether it corresponds in detail in level and content to a similar Italian university qualification so as to be able to define it as equivalent and thus recognise it as having the same legal effect. The assessment is carried out by comparing the foreign degree with the degree awarded by the Italian university.
Recognition is carried out by the competent academic authorities within the 90-day period set by law.
Fees
- Application: € 200,00 plus € 16,00 fixed stamp duty for each requested degree
- Awarding of the Italian degree: € 400,00
