Non-EU citizens residing abroad applying for a visa
Admission procedures to first, second cycle degree courses and AFAM courses for international students applying for a visa and residing abroad take place through the preliminary “pre-enrollment” process using only the UNIVERSITALY portal. This procedure is carried out by international students applying for a visa and residing abroad, no later than the deadline of September 15, 2024 through the UNIVERSITALY portal, in order to access: postgraduate specialization diplomas, academic diplomas, PHD, advanced courses of first and second level, single courses, Italian language and culture courses.
European and non-European citizens already residing in Italy
Admission procedures for undergraduate courses (first cycle), single-cycle and master’s degree (second cycle) with a foreign qualification foresee the submission of the application directly to the university; it is mandatory to show foreign qualifications and related certifications. Issuance of an Italian title for recognition of an academic certification obtained abroad
Universities have the authority to recognize periods of study carried out abroad and foreign academic qualifications (this procedure only refers to bachelor’s and master’s degrees not PhD programmes) for the following purposes:
- access to higher education
- continuation of university studies
- earning of Italian university degrees
For purposes other than those listed above (e.g. participation in public competitions or access to regulated professions), the request must be submitted to other State administrations.
Universities exercise this authority within their autonomy and in accordance with their respective regulations, except bilateral agreements in the matter (Lisbon Convention of April 11, 1997, ratified in Italy with Law no. 148/2002).
To this end, consult the website of the Ministry of University and Research (MUR) and CIMEA (Information Centre on Mobility and Recognition of academic qualifications) . The full recognition of a foreign degree is aimed at obtaining an Italian university degree. This procedure was once identified with the term “equivalence,” but in Law 148/2002, this term is no longer used. It consists of an analytical recognition of a foreign degree, the contents of which must correspond in a detailed and complete manner to the Italian degree for which recognition is requested.
In the field of evaluation and recognition of degrees, a qualification is defined as equivalent to another when both, issued by official institutions and officially part of the national reference system, have the same legal effects and value. Equivalence is a form of recognition of a foreign degree that is based on the analytical evaluation of a foreign higher education degree to verify if it corresponds in detail in terms of level and content to a similar Italian university degree so that it can be defined as equivalent and granted the same legal effect. The evaluation is carried out by comparing the foreign degree with the degree issued by the Italian university.
The recognition is carried out by competent academic authorities within the 90-day period set by law.
